Executive Overview
Carroll Classical Charter School (CCCS) is an approved tuition-free public charter school designed to expand high-quality public school options for families in Carroll County, MD. The school will serve approximately 360 students in Kindergarten through 8th grade at full enrollment, CCCS will deliver a rigorous classical education that emphasizes academic excellence, character formation, and civic responsibility.
CCCS is modeled after highly successful Maryland charter schools, including Frederick Classical Charter School, which is currently ranked among the top elementary and middle charter schools in the state. The school will be governed by Carroll Learning Alliance, Inc., a local nonprofit led by experienced professionals.
CCCS addresses growing demand from Carroll County families for a structured, content-rich public education that prioritizes literacy, critical thinking, and virtue while remaining fully aligned with Maryland College and Career Ready Standards.

Carroll Classical Charter School exists to provide Carroll County students with access to a tuition-free classical education that develops the mind and character through a proven academic model, strong family partnership, and responsible public stewardship.
Why Classical Education
Classical education is a time-tested instructional model that aligns learning with children’s natural cognitive development. Rather than emphasizing test preparation or excessive screen use, classical education prioritizes knowledge acquisition, reasoning, and eloquent expression. The skills essential for long-term academic success and informed citizenship.
The Trivium Framework
CCCS follows the classical Trivium, which organizes instruction into three developmental stages:
- Grammar: Students build a strong foundation of knowledge through memorization, phonics-based literacy, storytelling, music, and repetition. This stage emphasizes reading fluency, handwriting, vocabulary, and factual knowledge.
- Logic: As students mature, instruction shifts toward reasoning, analysis, and critical thinking. Students learn to question, debate, write analytically, and understand cause-and-effect across disciplines.
- Rhetoric: Students learn to articulate ideas clearly and persuasively, applying knowledge with wisdom and judgment.
This approach mirrors how children naturally learn and produces students who are confident thinkers, strong communicators, and intellectually curious.

Enrollment & Growth

Each grade will consist of two classes of approximately 20 students, supporting strong relationships and effective instruction.

Carroll Classical Charter School will be governed by the Board of Directors of Carroll Learning Alliance, Inc. Board members bring expertise in education, finance, nonprofit governance, operations, and charter school development.

Facilities
CCCS is actively evaluating multiple potential facilities throughout Carroll County. A final location has not been selected, allowing flexibility to secure a site that best meets student safety, accessibility, and long-term sustainability needs.
