Carroll Learning Alliance Submits Letter of Intent for Carroll County’s First Charter School

Westminster, MD — Carroll Learning Alliance (CLA), a local non-profit organization dedicated to expanding educational opportunities in Carroll County, has officially submitted its Letter of Intent to the Carroll County Public Schools to establish the Carroll Classical Charter School (CCCS).

The proposed school will offer a classical education model to students in kindergarten through fifth grade at its launch, with plans to expand to eighth grade over subsequent years. With a focus on knowledge, critical reasoning, and self-expression, the school aims to deliver a high-quality academic experience inspired by the successful model of Frederick Classical Charter School in Frederick County.

“Our vision is to bring a proven educational model to Carroll County that emphasizes academic excellence and provides families with meaningful school choice,” said Kim Zentz, President of Carroll Learning Alliance.

The school, planned for the Sykesville/Eldersburg area, will initially enroll 40 students per grade, with two classes of 20 students each. In addition to offering a rigorous curriculum, CCCS is expected to help alleviate overcrowding in local elementary and middle schools.

Carroll Learning Alliance has assembled a founding group and Board of Directors with expertise in education, finance, community engagement, and non-profit management to lead this effort. Among the founding members is Tom Neumark, a seasoned charter school consultant and former president of Frederick Classical Charter School, which is consistently ranked as a top-performing school in Maryland.

“We’re excited to take this first step in bringing a classical charter school to Carroll County,” Zentz added. “This school represents a commitment to our children, our community, and the future of education in our county.”
